UK in court on air pollution levels

The government is facing a case in the UK Supreme Court over its failure to cut air pollution in line with legal limits.
The government admits that air quality laws will be breached in 15 regions until 2020.
Londoners will have to wait until 2025 for pollution to enter legal limits.
Pollution levels in affected areas are a health risk to people on many of Britain?s busiest streets, especially those with heart or lung problems.
The government says the laws are unrealistically strict.
The BBC understands that it also believes the European Commission is partly to blame because it did not set proper limits on pollution from diesel exhausts in the first place.
The High Court and later the Court of Appeal refused to take action on the issue, ruling that enforcement was a matter for the European Commission.
An environment charity, ClientEarth, will now argue in the Supreme Court that the national courts must enforce EU environment law in the UK.
About 29,000 early deaths each year in the UK are blamed on air pollution ? more than obesity and alcohol combined (although air pollution tends to shorten people?s lives by a shorter time).
Pollution from road traffic, particularly diesel fumes, is the most significant cause of poor air quality in most cities. The pollutants of most concern are tiny airborne particles, "PM10s", and nitrogen dioxide.
Alan Andrews, for ClientEarth, told BBC News: ?It?s a disgrace that we won?t achieve compliance by 2020 or 2025 ? and it?s made worse that the British government is lobbying to weaken the limits because it claims they are unrealistic."
BBC News understands that the European Commission is encouraging the Supreme Court case because it would prefer to avoid a direct confrontation with the UK, which is objecting to other EU environmental rules.
The timing for the government is unfortunate. This week it was forced to issue a severe pollution warning on air quality in London, with some pollution monitors registering 10/10.
Simon Birkett, Founder and Director of Clean Air in London, said: ?If the Supreme Court does not require action, the European Commission must."
A Defra spokesman said: ?Our air quality has improved significantly in recent decades and most of the UK meets EU air quality limits for all pollutants. Our plans for nitrogen dioxide set out all the important work being done to meet EU standards in the shortest possible time.?
The government says it has tried to reduce emissions of nitrogen dioxide through tax breaks and subsidies for low emission vehicles. It has invested ?75m to support green bus technologies and ?560m for local sustainable transport and given around ?3m in grants to local authorities every year since 2010 to help them tackle pollution on a local level.
However, the government's drive to reduce CO2 emissions blamed for changing the climate has partly contributed to the problem, by encouraging drivers to turn to diesel vehicles.

2013 NFL Draft Scouting Report: Datone Jones - DE, UCLA
How about a guy who compares very well with Cory Redding? Meet Datone Jones from UCLA, a potential First Round DE.
The 2013 NFL Draft is loaded with talent at the Defensive End position, especially in the first 45 picks or so. For example, CBS projects that as many as 9 DEs could go in the first 45 picks, or 20%. Clearly one of the most important positions on the field, it's well worth investing a first round pick in one of these guys. One guy that has been slowly moving up draft boards is Datone Jones from UCLA, who seems to be a great fit at 3-4 DE.
Jones was a three year full-time starter at Defensive End for the Bruins, plus he appeared in 10 games as a true Freshman, starting two of them, which adds up to 43 starts in 51 career games. He amassed 148 career tackles, including 12.5 sacks, 36.5 tackles for loss, and three forced fumbles. His senior season was by far his most productive with 62 tackles, 19 of which for for a loss, and 5.5 sacks, earning him all-conference honors. The coaching change to Jim Mora, Jr.'s defense really helped Jones be a lot more aggressive, and a lot more productive.
He didn't stay on just one side of the UCLA DL, as he moved around on both the right and left, as well as in the middle, giving him the versatility that teams love. It showed at the Senior Bowl as well:
Jones lined up all over the defensive line in college and it's tough to classify him at one position, but his scheme versatility will make him an attractive prospect for hybrid defenses like in New England. Considered a second rounder entering the week, he made a strong case on Monday as to why he should be considered a top-32 selection. - Dane Brugler, NFLDraftScout.com
Jones talked about his versatility at the Combine too:
I feel like the game is changing. There's more versatile defensive linemen in today's game. You don't really see every-down defensive linemen now. You see a guy who plays first and second down, then goes and sits down. Then another pass-rush specialist comes in on third down and takes his spot. I want to be a guy who can play every down.
This guy was made to play the DE in a 3-4 scheme, with both his size and abilities, and by sheer coincidence the Colts are pretty thin at the position, with many people thinking this is where they'll go in Round 1. You'll see below the NFL.com write-up compares him to Cory Redding, so who better to show Jones how it's done in the NFL than they guy he most closely resembles? Some may say that Jones is a reach at pick #24, but several places now are saying he's a definite Round 1 guy, and in some he's moved past Damontre Moore from Texas A&M, who had a really bad Combine, who was initially being projected in the Top 10. The Colts need playmakers on Defense, and Jones looks to be a guy that can do exactly that, and at any number of positions.

Use active hands to disengage quickly. If he cannot disengage, he keeps his arms extended. Maintains the line by keeping his body leaning forward.

Must prove he can sit down in his stance and keep his butt down to get low or anchor against drive blockers. Forward lean can cause him to get off-balance at times, savvy veterans will rip him down to get him to the ground.

Asian shares weighed by patchy growth outlook, U.S. data supports
TOKYO (Reuters) - Asian shares eased on Monday, with sentiment hurt by a patchy global growth outlook and weak data from Europe, but losses were limited as robust U.S. economic figures overshadowed worries about automatic spending cuts hurting the U.S. economy.
The MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> was down 0.2 percent, with Australian shares <.axjo> falling 0.4 percent on lower metal prices.
South Korean shares <.ks11> opened up 0.1 percent after financial markets were closed on Friday for a holiday.
Japan's Nikkei stock average <.n225> opened 0.8 percent higher as a weaker yen helped buoy sentiment. <.t/>
"The KOSPI is seen continuing gains from last week as additional talks are expected concerning the U.S. 'sequestration', while the yen's previous rapid weakness is seen getting milder," said Han Chi-hwan, an analyst at KDB Daewoo Securities, of Seoul shares.
South Korea's manufacturing activity expanded in February at the strongest rate in nine months as new export orders rose by the sharpest pace since the second half of 2011, a private survey showed on Monday.
A private gauge of Australian inflation showed price pressures moderated in February, helped by falls in travel and clothing costs, indicating there was still scope for cuts in interest rates if needed to support the economy.
The dollar <.dxy> eased, but was still near Friday's six-month high against a basket of currencies.
Despite the wide-ranging U.S. spending cuts that automatically kicked in on Friday, the U.S. currency was bolstered by surprisingly strong manufacturing and consumer sentiment which lifted U.S. equities higher in contrast to a weak close for other global equities and the euro on Friday.
Evidence of Europe's problems, with Spain also at risk of needing a state bailout, came on Friday as data showed that Germany and Ireland were the only two euro zone members with factory output growth last month. Joblessness in the euro zone rose to an all-time high.
The euro steadied around $1.3020, after slipping to a low of $1.2966 on Friday, its lowest in nearly 3 months.
Over the weekend, China said growth in the country's increasingly important services sector expanded at its slowest pace in five months in February, reinforcing the view that the recovery in the world's second-largest economy remains modest.
The data followed Friday's figures showing China's factory growth cooled to multi-month lows in February. But economists said the sluggish data did not point to a risk of Beijing sliding back into recession.
"The February PMI in China suggests growth stabilization and is consistent with reduced concerns about a hard landing," Barclays Capital said in a note. It added that the sequestration cuts will remain a major theme for the market in the coming weeks.
Just hours after across-the-board spending cuts officially took effect, President Barack Obama pressed Congress on Saturday to work with him on a compromise to halt a fiscal crisis that threatens both the economy and his broader domestic policy agenda.
Concerns about the negative economic impact from the U.S. spending cuts pushed oil prices lower on Friday.
U.S. crude was down 0.1 percent early on Monday to $90.56 a barrel.
A stronger dollar hurt gold, leading bullion down on Friday for its third straight weekly decline. Spot gold was up 0.3 percent to $1,579.91 an ounce early on Monday.
