Sector Snap: Insurers fall after Humana report

Several health insurance stock stumbled Tuesday, a day after Humana Inc. cut its 2012 earnings forecast and became the latest managed care company to test investor nerve.

The Louisville, Ky., announced Monday after markets closed that it was slashing its forecast for the year due to greater-than-expected costs from new Medicare Advantage members and growing health care use by both new and old members.

Medicare Advantage plans are subsidized, privately run versions of the federal government's Medicare health insurance for the elderly and disabled people. Humana is the second-largest provider of Medicare Advantage plans, behind UnitedHealth Group Inc.

Humana said it now expects to earn between $6.90 and $7.10 per share in 2012, down from its previous estimate of $7.38 to $7.58 per share. The company's stock plunged about 12 percent, or $8.62, to $61.93 in Tuesday afternoon trading.

That put it on course for its largest one-day drop in more than three years, according to FactSet.

Shares of other big health insurers also fell deeper than the Standard & Poor's 500 index, which was down slightly. UnitedHealth dropped 3 percent, or $1.63, to $51.63; WellPoint Inc. also dropped more than 3 percent, or $1.80, to $53.42; and Cigna Corp. was down 71 cents to $40.66.

Even Aetna Inc. shares dropped 2 percent, or 78 cents, to $36.36, and that insurer reported on Tuesday second-quarter earnings that beat analyst expectations and raised its 2012 earnings forecast. UnitedHealth also raised its guidance earlier this month and reported quarterly results that beat expectations.

Managed care stocks also sank last week after WellPoint chopped its guidance and missed second-quarter expectations.

Analysts say the sector's choppy performance so far ? Cigna has yet to report its results ? is making some investors nervous. This is especially true as health care costs pick up, revenue growth from government-funded coverage like Medicaid and Medicare slows and state regulators pay more attention to premium hikes levied on consumers.

"In other words, costs are starting to accelerate, and its harder and harder to pass that through to customers," Morningstar analyst Matthew Coffina said.

Investors also are starting to worry about whether some insurers made the right assumptions about prices and health care use when they set rates earlier in the year, said Les Funtleyder, health care fund manager at Poliwogg, a private equity fund for small investors. Most insurers set their premiums, or coverage prices, at the start of the year and then have to wait another year if they need to adjust them.

"I think investors are extrapolating this fear to the rest of the group," he said.

Some of you will remember that i have posted somewhere that i wanted to inlay some bling on my workbench.

Well this has been on the to do list for some time and so i finallly got er done.

Here is how it came out after try number 2.

Used all sorts of tools to get it this close. Its not perfect, but will do for bench bling.

The wood is bloodwood and i made the inlay around 4 millimeters thick.

After glueing it in i decided to clean up my benchtop to flatten the whole lot together again,. what with working on all sorts on that bench it needed a clean up.

Then i finally got another thing done and tried it out. I been meaning to finish off adding my deadman, only two pieces of wood to add but its taken me years to get er done.

Sure makes a difference, i can see now where a leg vise can play a role and good place for hold down storage.

Never got a shot of it but also secured the wooden cross bars for the bottom shelf. They have been lying loose for a few years while i decided if they were going to stay or not. Guess the decision was made.

So my bench is finally finished at least for now.

Report flags many oil spill response gaps

The province's own assessment that B.C. is underprepared to prevent and clean up oil spills has handed fresh ammunition to opponents of new pipelines and the tankers now moving through Burrard Inlet.

The 52-page technical report, released Monday (July 23) as the government laid out its demands for improved safety and a bigger share of benefits, raises multiple concerns about the risks and procedures already used to export Alberta oil via Kinder Morgan's existing Trans Mountain pipeline through the Lower Mainland.

Among the findings:

- U.S. authorities require oil-laden tankers sailing east of Port Angeles to have escort tugs with them, while that's voluntary for tankers in much of B.C. waters outside Vancouver harbour.

- B.C. fails to match requirements by Washington State requiring an emergency tug be on standby on the sea route.

- Washington bans Suezmax tankers, which carry 800,000 to one million barrels, from its inner waters but Port Metro Vancouver has said that tanker size could be allowed in Vancouver harbour if the Second Narrows is dredged.

- Alaska has far tougher spill response rules, requiring industry-funded emergency responders be able to handle a 300,000 barrel spill, compared to just 70,000 barrels in B.C., before international aid is invoked. B.C. crews would be "completely overwhelmed" by a 260,000-barrel Exxon Valdez-sized spill.

The report warns the current spill response capacity "appears to be insufficient" to handle the existing tanker shipments of oil from the Trans Mountain pipeline even if neither its expansion nor the new Enbridge pipeline proceed.

"Increasing this threshold is critical," the report said of the 70,000-barrel response capability.

It also noted cleanup costs exceeding $1.3 billion may not be covered by insurance or industry funds and fall on taxpayers and others.

"Canada has no plan in place to cover the excess costs of a major spill," it says.

No provision is made to deal with oiled wildlife, it says, and there's no mechanism to make use of volunteers.

It also says the capacity to clean oiled shoreline should be boosted from the current 500 metres of shore per day.

"Exxon Valdez impacted 2,000 kilometres of shoreline. At 500 metres per day, a similar spill occurring in B.C. would require a 10-year cleanup."

Karen Wristen, executive director of the Living Oceans Society, said the improvements flagged in the report must be made regardless of whether new pipelines are approved.

She noted some tankers leaving Kinder Morgan's Burnaby terminal are laden with conventional oil but others increasingly carry heavy oil sands bitumen, which she said increases the risk of a pipeline rupture on land and vastly increases the damage if a tanker spills at sea.

"We don't know from tanker to tanker going through a heavily populated area what the risk is," Wristen said. "There is no spill response for a bitumen spill. It's going to the bottom."

The provincial report also raises bitumen as an issue, noting it is more likely to sink and presents higher environmental risks and a more difficult cleanup if spilled.

"It is possible that the capacity that exists for crude oil spills ? from training to equipment ? may not be appropriate for bitumen," the report said. "Thus, a major gap may likely exist for all current and future bitumen shipments taking place on Canada?s west coast."

The provincial report notes oil shipping safety has improved and spills have become rarer worldwide.

Belcarra Mayor Ralph Drew, a member of Metro Vancouver's port cities committee, said the deficiencies flagged in the provincial report deserve "serious examination" and added the challenge now is getting Ottawa to implement them.

"It is clear even from this technical report that Canada falls short," said UBC political science professor Michael Byers. "Not only is the current capacity insufficient in the future, it already is insufficient and needs to be addressed."

There is C, the Jamaican 6 ft tall, 20 stone administrator who has no morals and is currently living on the breadline with no money having her third baby with man who hates her, has a wife already AND another mistress after having thrown in an uber successful finance career to be with him - she cant stop effing up her life for some reason, there is E, the Turkish solicitor, recently left career to become a primary school teacher of drama, lives with parents, getting married to English guy next year - really nice girl, no confidence, cant make decisions, A a Polish Accountant, married to a Moroccan, A is of exceptionally good moral character, ridiculously committed and reliable - trying for babies for last 3 years, recently trying IVF working hard to become a fully qualified accountant and start a family - never changed course in the whole time I have known her, J the English bubbly sales lady, business woman - living with partner for 20 years now, 1 daughter (by?accident) loves to go out, get drunk and sing karaoke - extremely good person, extremely moral, her male partner (husband really after this many years), is ardent feminist, artsy - coffee shops and design work type - she is tremendously confident and good at making decisions, rarely breaks down, thrives on pressure, there is F (pakistani) the extremely religiously devoted 35 year old do-gooder - never married - always?volunteering?and doing good deeds, always rescuing someone in need - very shy and quiet, J (greek) the genius, physics major, recently turned computer developer - working for big firm, always looking for love - never finding one (well - actually, always finding one, but never finding one that is actually available) - currently in?counseling?to find out why this keeps happening, C (greek) the bisexual lab worker - seriously funny - laid back, takes whatever comes, has harsh?tongue?and evil wit! Then there's family - who are too long to list here. I have nothing in common with any of them, and if you asked me to choose who my lifelong friends would be by looking at these people's profiles - I wouldn't choose a single one. But you know what? I get on with each and every one of them like a house on fire, because the one thing we do share is mutual appreciation, acceptance and support. Same goes for my family who are mad mix of tremendous success and abject?failure, powerful morals and equally powerful immorality - but we love each other and we get on and we enjoy being in the same room.

When it comes to marriage - for some reason - we operate in a completely different way. We seek out an ideal tick list and what we get at the end of that process: is our tick list.

Don't look for a tick list!!! Don't look for a husband, and don't look for a wife - look for a relationship and when you find it: keep it.

Early childhood education is near the top of the list as TBD Colorado, the statewide effort to engage citizens in planning the state?s future, starts focusing on a handful of key priorities.

It?s the only education-related issue in the five policy areas that the TBD process is now concentrating on as the group starts working on a final report for release in November.

The five top initiatives are:

• Increased access to home- and community-based services for the elderly and disabled
• Increased access to early childhood education
• Maintenance of the state transportation system
• Restoration of the state income tax rate to 1999 levels to increase state revenues
• Encouraging use of managed-care systems for Medicaid recipients

TBD ? the letters stand for ?To Be Determined? ? was started by Gov. John Hickenlooper as a bottom-up effort to inform and get feedback from citizens across the state about key issues facing Colorado, specifically education, transportation, health care, the state workforce and the state budget.

Tuesday, members of the TBD Advisory Group gathered at the University of Denver?s Ritchie Center to be briefed on the results of 70 community meetings held last April and May and of six regional ?summits? held in June.

Hickenlooper attended Tuesday?s session and said the TBD work provides ?a great foundation? for decisions about the state?s future. He noted that although all the issues have been discussed for years in Colorado, ?What we need to try to do is bring fresh perspectives.?

Participants at the May and June meetings voted on 18 proposed policy initiatives, using an instant feedback ?clicker? system to choose one of five options ranging from ?strongly agree? to ?strongly disagree.? Those who attended the June summits were provided additional information about the potential costs or savings associated with each initiative.

The five initiatives that will receive further study were chosen based on those responses, explained Chris Adams of Engaged Public, a policy consulting organization that has been working with TBD.

At the June summits, 98.4 percent of participants strongly agreed or agreed with the idea of improving access to home- and community-based services for the elderly and disabled. The idea is seen by some policymakers as a less costly and higher quality alternative to nursing homes and other residential care facilities.

Some 84.6 percent of participants at the June summits strongly agreed or agreed with improving access to early childhood education.

Other education-related initiatives on the original list of 18, including mandatory physical education, longer school days, linking K-12 funding to school performance and privatizing state colleges and universities, drew significantly less support.

At Tuesday?s meeting, advisory group members divided into small groups to discuss that five proposed initiatives. TBD organizers will consider those suggestions and do further analysis from data gathered at the earlier meetings as they prepare their final report.

The advisory panel is something of a who?s who of civic leaders. Among education figures at the session were Lt. Gov. Joe Garcia; former Lt. Gov. Barbara O?Brien; early childhood advocate Anna Jo Haynes; Russ George, Colorado Northwestern Community College president; former state higher education chief David Skaggs; Tony Salazar, executive director of the Colorado Education Association; Denver Public Schools board member Nate Easley; Dick Monfort, University of Northern Colorado trustee and Colorado Rockies owner; former Colorado State University President Al Yates; and businessman and philanthropist Steve Schuck. About 90 people attended the session.

Speaking with reporters after the meeting, Hickenlooper was vague on what happens after TBD finishes its work and gives its report to him and to lawmakers. The future will involve ?continuing the conversation. ? There?s no such thing as too much discussion,? he said.

Asked if the issues raised during the TBD process will require more state funding to solve, Hickenlooper said, ?Part of the process is discussing if we need to do everything? or whether some government spending can be shifted.

TBD Colorado is similar to bottom-up consultative efforts the Hickenlooper administration conducted on economic development and early childhood services. But TBD is being run by an independent non-profit group, not by the governor?s office, and is funded by private donations.

?The nice thing about TBD is I don?t control it,? Hickenlooper said. ?It?s as close to neutral as we could get.?

Little boo is a mixologist.? We've been drinking unsweetened drinks in our house since he was a toddler.? Juice is a special occasion beverage.? Perhaps his body yearned for a more sophisticated flavor than plain water or unsweetened herbal tea.? Whatever the inspiration, I like the results!

In his pre-school days he was often found adding cut fruit to his water.? Following my habit of dropping fresh basil or mint in my water, herbs were next.? Then Altoids.? I know.? I was skeptical too.? That's the awesome thing about having kids in the kitchen.? They don't have all the taste fails from decades of cooking in their mind yet.? They take risks with flavor combinations that I might not take.? In other words, they grow my courage in the kitchen.? It makes such simple sense I couldn't have thought of it myself.? Altoids really do fit the "minty drink" model.

Since mint has been in season (and I'm a lush) I've been making mojitos for myself.? Naturally he wanted one.? We've been experimenting with different mixers.? I'm too lazy to make simple syrup.? Why do that when there is ginger beer, Izze, kombucha or other fermented sodas in the fridge?

US Army tests body armor for female soldiers

Female soldiers in the U.S. Army have spent years fighting on modern battlefields with body armor designed for men. But the Army plans to change that poor-fitting scenario by field-testing new female body armor starting next summer.

Male body armor poses problems well beyond fashion sense for the 14 percent of the Army that consists of female soldiers ? the male body armor's broad shoulders restrict their arm movements and the front armor plate's length cuts into leg circulation when they sit. That led the Army's Program Executive Office (PEO) to begin making female body armor prototypes based on sizing and fitting tests.

"Most females tend to have a narrow or thinner waist as it relates to the chest area, so we pulled the waist area in," said Lt. Col. Frank J. Lozano, the product manager for Soldier Protective Equipment. "Some women will want more room in the waist area, so we allowed for adjustability in the cummerbund in the back, which can be pulled in tighter or let out more than on the standard [Improved Outer Tactical Vest]."

Bringing the shoulder area closer to the neck helped accommodate narrow female shoulders and opens the area around the armpits. That opens up the mobility for the shoulders and upper arms so that female soldiers can properly hold their weapons against the shoulder. [US Soldiers Make Real 'Predator' Machine Gun Pack]

The female body armor also has a shorter bottom for a better fit, since the average torso length of women is shorter than that of men. That shorter length prevents the armor from chafing the hips female soldiers as they walk, and also avoids the blood circulation issue caused by the front armor plate.

A group of 30 female soldiers from the 101st Airborne Division will get 100 prototypes to try out in September or October. Their suggestions will then help finalize the body armor that deploys more broadly by next summer.

Better-fitting armor for female soldiers could also improve armor-fitting for all soldiers down the road. The Army has begun investigating how to make armor plating that better fits the human body ? a process that could lead to science fiction visions of futuristic body armor fitted to both men and women.

"The challenge right now is that when you bring in those complex curvatures, the plate loses some of its strength," Lozano said. "We're working with some armor manufacturers to invest in a manufacturing capability that finds the right chemistry to develop the soft and hard armor necessary to have a complex curved plate at a light weight that still defeats the threats."
