Samsung Galaxy S 4 mini will reportedly go on sale shortly after GS 4

Not too long after the Samsung Galaxy S 4 was announced, we started hearing whispers of a "miniature" version of the device -- which makes sense, given the Galaxy S III had a smaller sidekick of its own. Today, however, Bloomberg reported the unannounced device is indeed coming soon after the flagship makes its appearance at the end of April. If it follows a similar pattern to its bite-sized predecessor, it likely will be offered in Europe as a lower-cost alternative to the Galaxy S 4. The device is rumored to offer a dual-core 1.6GHz processor, a 4.3-inch display and 8MP camera. Sadly, no official details were given, but we've reached out to Samsung officials for comment and will update when we receive word.

US consumer spending, income jump in February

WASHINGTON (AP) ? U.S. consumers stepped up spending in February after their income jumped, aided by a stronger job market that offset some of the drag from higher taxes. The gains led economists to predict stronger economic growth at the start of the year.

Consumer spending rose 0.7 percent in February from January, the Commerce Department said Friday. It was the biggest gain in five months and followed a revised 0.4 percent rise in January, which was double the initial estimate.

Americans were able to spend more because their income rose 1.1 percent last month. That followed huge swings in the previous two months, which reflected a rush to pay bonuses and dividends in December before taxes increased.

After-tax income also increased 1.1 percent last month, allowing consumers to put a little more away. The saving rate increased to 2.6 percent of after-tax income, up from 2.2 percent in January.

The gains in spending and income follow other signs of an economy gathering momentum. Hiring is up, businesses are spending more, the stock market is hitting record levels and the housing recovery is strengthening.

More spending by consumers should boost economic growth in the January-March quarter after a lull at the end of last year. Consumer spending accounts for 70 percent of economic activity.

After seeing Friday's report on consumer spending, Paul Ashworth, chief U.S. economist at Capital Economics, raised his growth forecast for the first quarter by a full percentage point. Ashworth now expects growth in the January-march quarter increase to an annual rate of 3 percent.

Growth at that pace would be a vast improvement from the 0.4 percent rate in the October-December quarter, which was held back by slower company stockpiling and the sharpest defense cuts in 40 years.

Ashworth called the boost in spending "impressive," noting that consumers spent more while having to adjust to the higher Social Security taxes and a spike in gasoline prices.

"We're now likely to see the fastest quarterly gain in real consumption in two years," he said.

Jennifer Lee, senior economist at BMO Capital Markets, said the increases suggest consumer spending could be growing in the first quarter at an annual rate of more than 3 percent. That would be the fastest gain in more than three years and more than double the 1.3 percent rate in the fourth quarter.

Inflation, as measured by a gauge tied to consumer spending, increased 1.3 percent in February compared with a year ago. That's well below the Federal Reserve's 2 percent target, giving the central bank room to keep stimulating the economy without having to worry about price pressures.

Consumers spent more at the start of the year even after paying higher taxes. An increase in Social Security taxes has reduced take-home pay for nearly all Americans receiving a paycheck. And income taxes have risen on the highest earners. The tax increases both took effect on Jan. 1.

One reason the tax increases haven't slowed the economy is companies have accelerated hiring and are slowly but steadily increasing wages.

Employers have added an average of 200,000 jobs a month since November. That helped lowered the unemployment rate in February to a four-year low of 7.7 percent. Economists expect similar strong job gains in March.

Businesses are also investing more in equipment and machinery, which has given factories a lift after a disappointing 2012.

And the housing recovery that began last year appears to be sustainable. In February, sales of previously occupied homes rose to the highest level in more than three years. The gains have helped lift home prices, which have made Americans feel wealthier.

Stock prices have also surged. On Thursday, the Standard & Poor's 500 index closed at a record high of 1,569. That surpassed the previous record of 1,565 set in October 2007, a year before the peak of the financial crisis.

Three weeks ago, the Dow Jones industrial average beat its 2007 record.

Markets are closed Friday for the Good Friday holiday.

Buffer is a service that allows you to monitor and post to your social networks such as Facebook, Twitter, LinkedIn, and App.net. This includes queueing up posts to be shared at a later time or date, monitoring information such as retweets, likes, and replies on posts, and more. The Buffer for iPhone app allows you to take the service with you wherever you are and check data or post things on the fly. This can be especially useful for business owners that find value in knowing how well their social media techniques are working.

Once you've downloaded the Buffer for iPhone app you can either sign into an existing Buffer account or create a new one. You can sign up for the Buffer service for free and start adding your accounts but you'll be limited to how many accounts you can add on a free plan. If you want to add Facebook pages and multiple Twitter accounts, you'll need to subscribe to the paid plan for $9.99/month through the Buffer site. Free users are also limited to how many posts they can buffer at once as well where paid users have no limitations on posts and can add up to 12 accounts.

While Buffer does work great for free users that just want to monitor their personal profiles, it's really geared towards business owners and those using social networks as marketing tools. Buffer allows you to queue up posts quickly and easily for any of the accounts you'd like. It will then share them with those networks at certain intervals that you've scheduled with the Buffer service online. You can also choose a post now option if you'd rather share the post now instead of queueing it for a later time. Schedules with Buffer are a great way to prevent a social networking site from going stagnant and this is especially important for businesses who need to keep their users engaged.

When it comes to actually queuing up and buffering content, you can embed content from tons of places and include photos, links, and many other media types. Buffer is widely supported across several apps such as Feedly, Reeder, Instapaper, and many more. You can even email things to your Buffer account instantly.

The actual Buffer app for iPhone doesn't give you a lot of the same functionality that you get with the website version but it does the trick while on the go. You can view posts that are ready to go up as well as post them now, edit, or delete them. Unfortunately, you can't change the posting time within the app or schedules at all for that matter. The developers do say that scheduling options are coming to the iPhone app, we just aren't sure when just yet. Some people may not like having to be tethered to a web version of a service but this will be the case, at least for now, with Buffer.

The app will, however, let you view statistics on posts. For instance, with Twitter you can view already posted items and the analytics data for them such as how many people responded to it, retweeted it, or favorited it. You'll also see a potential number of people that may see that post. The more retweets you get, the higher that number will be. The same concept holds true for Facebook, LinkedIn, and App.net.

The good

  • Inexpensive way to manage your networks from the computer and while on the go
  • Nice interface that's easy to navigate around
  • Support for many of the most popular networks
  • Users who don't want to pay a fee can use the Buffer service with their personal accounts, just not actual business pages
  • You can post directly to business pages and Twitter accounts simultaneously, there aren't very many apps out there that let you do this
  • Widely supported by many other apps and platforms, including browser extensions

The bad

  • No Instagram support, this would be killer for sharing photos to Facebook, Twitter, and Instagram simultaneously
  • If you need to edit a Buffer, you'll have to do it across all the networks you've queued it up for - this can be irritating
  • There's no way to change the post time within the Buffer for iPhone app, only post now or queue at the next available time
  • Deleting a post will have to be done across all networks it is shared to individually

The bottom line

Buffer for iPhone is meant to be a complimentary app to an already great service. While the web version is definitely more powerful and where you're meant to spend most of your time, it would still be nice to see some of the web options become available on the iPhone.

It'd also be epic to see Instagram support come to Buffer. I currently can't find any app that will let you post to a Twitter page, Facebook business page, and Instagram all at once and it's something a lot of business users would benefit from.

Aside from that, Buffer is a great service that's very reasonably price and if used correctly, can greatly help businesses better manage their social networks and boost them to their full potential.

Michigan, others may regulate amateur MMA fights

LANSING, Mich. (AP) ? Jerry "The Moose" Waterson fulfilled a dream last month by stepping into the ring for his first professional mixed martial arts fight, which he won.

His passion has become his full-time job, requiring 40 hours a week of training. But it took the 24-year-old Waterson four years of punching, kicking and grappling his way through Michigan's unregulated amateur system, where nearly anything goes and where fighters are often uninsured or could be infected with HIV or hepatitis.

"It's like the wild, wild west. It's crazy," Waterson said.

Michigan is among about a dozen states in which amateur MMA fights are legal but unregulated. That could soon change, however, as even lawmakers who recoil at the sport's brutality see the wisdom in setting ground rules.

"It is time to teach the beast some manners," said Democratic Rep. Harvey Santana, who is sponsoring legislation that would require promoters of amateur events to get licensed annually, carry up to $10,000 in health insurance for fighters and have a physician on site for fights.

MMA has exploded in popularity since the 1990s, led by its major brand, the Ultimate Fighting Championship, and giving rise to an amateur industry that serves as the sport's minor leagues and offers fans a cheap night out or even the chance to get in the ring themselves. Combatants draw from various disciplines, including jiu jitsu, judo, boxing and wrestling, to try to knock out or subdue their opponents.

The sport's brutality ? choke holds are legal and bloodied faces are the norm ? has earned MMA its share of critics, including U.S. Sen. John McCain, who once likened it to "human cockfighting." South Dakota Gov. Dennis Daugaard recently signed off on the establishment of a state commission to regulate MMA, boxing and kickboxing, despite reservations that doing so would legitimize the fights.

Michigan legalized MMA bouts in 2007, and today most states allow professional bouts. They remain illegal in Connecticut and New York, but the state Senate in New York, where amateur fights are legal, this month passed a measure to legalize and regulate the professional sport. When Michigan lawmakers legalized the sport, they stipulated that promoters must be licensed and carry insurance for fighters at pro events. But they didn't set requirements for amateur bouts.

No one tracks all Michigan's amateur fights, but Grand Rapids-area promoter and matchmaker Dru Gardner estimates that there 65 promoters in the state and that there are five events on any given weekend. Rob Fisk, a medic who works many of the fights, said the typical event draws from 500 to more than 2,000 spectators who plunk down $20 each to watch 20-or-so bouts.

While a pro fighter can earn $5,000 for a bout, amateur fighters earn nothing and compete for the thrill or because they harbor hopes of turning pro. In the meantime, amateurs put themselves at risk of serious injury or disease due to the lack of regulation, some lawmakers and promoters say.

Joe Battaglia, who runs a Michigan promotion company, said a fighter goes to the hospital at nearly every one of his events, and that broken noses, ribs and hands are among the most common injuries. Battaglia stopped fighting professionally after suffering a broken neck while training. Fortunately, he was insured.

Many promoters don't provide insurance and many fighters don't have their own, said Al Low, who co-owns the Fight Club Proving Ground gym with Battaglia. Amir Khillah, a pro fighter from Michigan, said he broke his arm in three places in his first bout in 2006. The promoter didn't carry insurance, so Khillah said he made himself a cast out of shin guards and duct tape. His arm is now crooked.

Lawmakers, fighters and promoters also point to a lack of pre-match blood testing, which puts combatants at risk of contracting HIV, hepatitis and other illnesses. The Association of Boxing Commissions, which is made up of the various state fighting commissions, has recommended that members ban amateur MMA fighters from Michigan, for fear of disease. And Bernie Profato, who heads the Ohio Athletic Commission, said he warns fighters that they won't be allowed to compete in Ohio if they fight in Michigan, for fear of spreading disease.

The lack of regulation means Michigan amateurs sometimes can't be protected from themselves. While the Association of Boxing Commissions keeps a database of fighters who have been suspended due to injury, a recent knockout or bad blood work, Michigan promoters aren't required to report to it.

"I know a guy who has been knocked out five times in the last year," said Gardner, the promoter. Someone getting knocked out that often "is a serious liability for the entire sport."

Last year, a 26-year-old South Dakota amateur fighter died a week after a bout from head injuries. Police said there wasn't enough evidence to conclude that the injury was suffered in the event.

Michigan Gov. Rick Snyder's spokesman, Kurt Weiss, said in an email that Snyder supports making mixed martial arts safer and that the governor "will continue to work with the Legislature to find the right approach to ensure that any new regulation will be self-supporting and that need for public health and safety is addressed."

The promoters and amateur fighters calling for regulating the amateur fights made clear that it's for a love of the sport.

Low said many of the young fighters who have taken up MMA at his gym learn discipline, confidence and self-worth.

"I've seen kids coming in here heavy set, out of shape with their heads down and you could barely hear them talk," Low said. "Two years later, they are acting like they are Muhammad Ali."

Google spring cleans Reader out of existence, also trashcans some CalDav, Snapseed for Mac

As part of their "spring cleaning" effort, Google today announced the cancellation of several services, including Google Reader, CalDAV API access (unless you're white listed), Snapseed for Windows and OS X, Search API for Shopping, and more. The trashcannings were announced by Urs H?lzle, senior vice president of technical infrastructure on the Google blog:

We?re living in a new kind of computing environment. Everyone has a device, sometimes multiple devices. It?s been a long time since we have had this rate of change?it probably hasn?t happened since the birth of personal computing 40 years ago. To make the most of these opportunities, we need to focus?otherwise we spread ourselves too thin and lack impact. So today we?re announcing some more closures, bringing the total to 70 features or services closed since our spring cleaning began in 2011.

This, of course, has caused wide-spread anger in geek circles, and a more nuanced reaction among the mainstream: "Um, what's Google Reader?" "Dunno, ask a geek!" "You ask them!" "Fine, I'll @{somecelebrity} on TwitterBook for it!"

Apple removed Safari RSS and Mail RSS last year in OS X Mountain Lion. Clearly, people who use and love RSS are not a growth industry, or even a viable target for either company any more. And that makes sense. RSS is the file-system of news, in a post-file system world. It's fantastic infrastructure, but the front end needs to evolve beyond traditional reader apps.

That sucks for those of us who loved the sync capabilities Google Reader provided for iOS newsreader apps like Reeder (pictured above), NetNewsWire, etc. Unless something with Google-level capacity steps up to fill the gap, we likely won't enjoy anything as freely available (in both senses of the word) again. That might also have been part of the problem. Reader was free. It wasn't a product. There was no commercial bond. We got what we paid for.

I'll mourn Google Reader, as I mourned Safari RSS. While RSS will remain -- you can still subscribe to iMore via RSS, and to all the Mobile Nations podcasts -- what does it say when two of the biggest names in tech, and the two biggest names in mobile, shutter their built-in RSS services?

(Ally's going to write up a how-to on exporting Google Reader content, and alternative ways to get RSS, and get your news in general. Keep an eye out for it.)

By measuring elusive antimatter particles formed within the Earth's mantle, physicists can determine how much heat forms inside the Earth.

Scientists have tentatively identified several particles lurking deep inside the Earth's mantle that could reveal how much heat the planet produces and confirm that the Earth formed from materials from the sun.

The wacky particles are called geoneutrinos, or the antimatter partners of neutrinos (exotic fundamental particles that can pass right through Earth), that form deep within the Earth's mantle. Every matter particle has an antimatter partner particle?that has an opposite charge, and when the two meet they annihilate each other. The findings were detailed?described Monday in the preprint journal arXiv.org.

Geoneutrinos aren't the only particles scientists are hoping to find inside Earth. ?An experiment using the Earth as a source of electrons recently narrowed down the search for a new force-bearing particle, possibly the so-called unparticle, placing tighter limits on the force it carries.

When Earth formed, the?radioactive elements?thorium and uranium were distributed in Earth's interior at different concentrations within the crust (the planet's outer layer) and mantle. As these elements within the mantle radioactively decay, they give off heat and also form subatomic particles known as geoneutrinos, said study co-author Aldo Ianni, a physicist at the Gran Sasso National Laboratory in Italy.

The heat formed from this decay is the engine that drives the motion of the viscous, oozing material that forms the Earth's mantle. That, in turn can shift the tectonic plates,?causing earthquakes. That's partly because mantle lies miles beneath the Earth's surface, so "if you want to understand how much heat is produced by these radioactive elements, the only way today to understand how much is this so-called radiogenic heat is through the geoneutrinos," Ianni said.

Tiny particles
To do so, researchers at the Gran Sasso underground laboratory, which is nearly a mile below a mountain in Italy, looked for signals in a vast pool of oil-based liquid that scintillates, or produces flashes of light when particles such as protons pass through it. When geoneutrinos pass through the scintillating liquid they bump into protons and emit a positron and then a neutron, creating a distinctive signal, Ianni told LiveScience.

Many of the particles they initially identified actually came from nuclear reactors from power plants. But by measuring the energy levels of the neutrinos, they could isolate the 30 percent that came from the Earth's mantle, Ianni said.

The geoneutrinos are created from the decay of radioactive thorium and uranium in a reaction that gives off a known amount of heat. As a result, how frequently the researchers find the particles can reveal the quantity of the radioactive elements lurking in Earth's mantle, and in turn how much heat they generate. That can help scientists refine their knowledge of plate tectonics, Ianni said.

But it may also confirm the theory that the Earth formed from the sun, Ianni said. Meteorites that come from the solar system's early history contain distinctive ratios of uranium and thorium that very closely mirror the composition of the sun's surface. By comparing that ratio with the amount found inside the Earth, they can confirm the Earth's solar origins.

Comet Pan-STARRS Is Closest to Sun Today: See It at Sunset

A comet sailing through the inner solar system make its closest approach to the sun and will be at its brightest at sunset tonight, but the glare of twilight may make it tricky to see, NASA says.

The Comet Pan-STARRS will be 28 million miles (45 million kilometers) from the surface of the sun when it swings around the star today, and should be bright enough to see without the aid of telescopes or binoculars, weather permitting. But the comet is also appearing low on the western horizon at sunset so some planning is needed to spot the celestial wanderer with the naked eye tonight.

"Look too early and the sky will be too bright," said Rachel Stevenson, a NASA Postdoctoral Fellow at the agency's Jet Propulsion Laboratory in Pasadena, Calif. "Look too late, the comet will be too low and obstructed by the horizon. This comet has a relatively small window."

A good time to look is about 40 minutes after sunset. The comet may appear as a sort of exclamation point in the evening sky, with the point being the comet itself and its diffuse tail stretching nearly straight up from the horizon, JPL officials added. [How to see the comet]

Comet Pan-STARRS, officially known as comet C/2011 L4 Pan-STARRS, was discovered in June 2011 by astronomers using the Panoramic Survey Telescope and Rapid Response System (or PAN-STARRS), a telescope atop the Haleakala volcano in Hawaii. The comet takes more than 100 million years to orbit the sun and appears to come from the Oort cloud, a vast halo of comets and icy objects at the outer edge of the solar system.

While the comet is making its closest pass by the sun tonight, the best views of the object are still to come. NASA scientists said the comet's proximity to the sun may make it too difficult to spot tonight, but that will change over the next few days.

"As it continues its nightly trek across the sky, the comet may get lost in the sun's glare but should return and be visible to the naked eye by March 12," JPL officials explained. "As time marches on in the month of March, the comet will begin to fade away slowly, becoming difficult to view (even with binoculars or small telescopes) by month's end."

And there is another reason to look for comet Pan-STARRS later this week. On Tuesday (March 12), the moon rises into the cosmic display.

"The comet will be joined in the western sky after dark by the slender crescent moon on March 12, 13, and 14," the editors of StarDate Magazine, a stargazing publication of the McDonald Observatory at the University of Texas. "Good naked-eye views of the comet should continue for several nights, with the comet remaining visible through binoculars into April."

Comet Pan-STARRS is one of three comets capturing the attention of stargazers this year. The Comet Lemmon C/2012 F6 is currently visible to observers in the Southern Hemisphere and at times was in the night sky at the same time, allowing stargazers to capture rare photos of two comets in the sky together.

Meanwhile, the Comet ISON is making its way into the inner solar system and could put on a spectacular cosmic display later this year. Officially designated C/2012 S1 (ISON), Comet ISON was discovered in September 2012 by Russian amateur astronomers Vitali Nevski and Artyom Novichonok using a remotely operated International Scientific Optical Network (ISON) telescope.

Some astronomers have billed Comet ISON as a potential "comet of the century" since it could be brighter than the full moon in daylight when it makes its closest approach to the sun on Nov. 28. At that time, Comet ISON will be much closer to the sun than Comet Pan-STARRS is now. ISON will approach within 800,000 miles (1.2 million km) of the star, making it a true sungrazing comet.

WARREN, Ohio (AP) ? Investigators were focused on speed as a key factor in the crash of a sport utility vehicle carrying eight teenagers that smashed into a guardrail and flipped over into a swampy pond, killing five boys and the young woman driving.

While citing an unspecified "high rate" of speed, investigators wouldn't speculate on whether alcohol or drugs were involved in the crash about 7 a.m. Sunday on a two-lane road snugged between guardrails just south of this industrial Ohio community.

No one in the vehicle had permission to take it, but there were no theft reports, State Highway Patrol Lt. Brian Holt said. The vehicle was licensed to a resident of Youngstown, about 20 miles away. It wasn't clear how the teens knew each other.

"I can't believe you're gone," Mariah Bryant, 12, wrote in a message taped to a stuffed bear at the scene in memory of her half-brother, Daylan Ray, 15, who was killed.

"I love and miss you so much," said the message, which drew a steady stream of onlookers. The bear was part of a growing memorial of stuffed animals at the roadside.

The Honda Passport veered off the left side of a road and overturned about 60 miles east of Cleveland, State Highway Patrol Lt. Anne Ralston said. Investigators say it came to rest upside down in the swamp and sank with five of the victims trapped inside. A sixth, who was thrown from the SUV during the crash, was found under it when the vehicle was taken out of the water.

The two boys who survived escaped from the submerged vehicle and ran a quarter-mile to a home to call 911, the highway patrol said.

Holt said at an evening news conference that speed was a factor, although investigators were still trying to determine the speed at the time of the accident.

"We will not be speculating on alcohol and-or drug usage pending toxicology reports," Holt said.

After the news conference, the gates of an impound lot were opened to show the wreck, with windows smashed and extensive damage to the front end, hood and roof.

Ralston didn't know where the teens were headed when the crash happened and Holt said later it wasn't clear how long they had been out.

"All I know is my baby is gone," said Derrick Ray, who came to the crash site after viewing his 15-year-old son Daylan's body at the county morgue. He said he knew that his son, a talented football player who was looking forward to playing in high school, was out with friends, but didn't know their plans.

Warren Fire Department Capt. Bill Monrean said a cold water rescue team was deployed to the scene and got five teens out of the submerged vehicle.

"Being a cold water rescue situation, cold water extends life," Monrean told AP Radio. "We knew we had a chance; even being in there a while."

Two of the teens, both 15, were brought to a hospital in full cardiac arrest, St. Joseph Health Center nursing supervisor Julie Gill said, and were pronounced dead there. She said they were treated for hypothermic drowning trauma, indicating they had been submerged in cold water.

The two survivors, 18-year-old Brian Henry and 15-year-old Asher Lewis, both of Warren, were treated for bruising and other injuries and released, she said.

All those killed were ages 14 to 19, authorities said. State police identified the others as the 19-year-old driver Alexis Cayson; Andrique Bennett, 14; Brandon Murray, 17; and Kirklan Behner, Ramone White and Ray, all 15. The Highway Patrol said Cayson was the only female in the vehicle.

Rickie Bowling, 18, a friend of Behner, sobbed at the crash scene as she recalled his playfulness and reputation as a cut-up.

"He was one of a kind," she said. "Everyone knew him in the neighborhood. In school, he always made everyone laugh."

Officials opened a school where several of the victims attended to provide counseling for families Sunday night. Superintendent Michael Notar called the crowded closed-door session heartbreaking and said counselors would be available again Monday in schools.

Cheryl Moore, 54, whose nephew is a classmate of some of the victims, emerged from the counseling session and said it was helpful. "I just feel we have to come to grips with what happened today," she said.

All eight were from Warren.

Warren, located near the Pennsylvania state line, is a mostly blue-collar city that was hit by the decline of U.S. steel mills. It has more than 41,000 residents in the industrial Mahoning Valley region.

UK in court on air pollution levels

The government is facing a case in the UK Supreme Court over its failure to cut air pollution in line with legal limits.

The government admits that air quality laws will be breached in 15 regions until 2020.

Londoners will have to wait until 2025 for pollution to enter legal limits.

Pollution levels in affected areas are a health risk to people on many of Britain?s busiest streets, especially those with heart or lung problems.

The government says the laws are unrealistically strict.

The BBC understands that it also believes the European Commission is partly to blame because it did not set proper limits on pollution from diesel exhausts in the first place.

The High Court and later the Court of Appeal refused to take action on the issue, ruling that enforcement was a matter for the European Commission.

An environment charity, ClientEarth, will now argue in the Supreme Court that the national courts must enforce EU environment law in the UK.

About 29,000 early deaths each year in the UK are blamed on air pollution ? more than obesity and alcohol combined (although air pollution tends to shorten people?s lives by a shorter time).

Pollution from road traffic, particularly diesel fumes, is the most significant cause of poor air quality in most cities. The pollutants of most concern are tiny airborne particles, "PM10s", and nitrogen dioxide.

Alan Andrews, for ClientEarth, told BBC News: ?It?s a disgrace that we won?t achieve compliance by 2020 or 2025 ? and it?s made worse that the British government is lobbying to weaken the limits because it claims they are unrealistic."

BBC News understands that the European Commission is encouraging the Supreme Court case because it would prefer to avoid a direct confrontation with the UK, which is objecting to other EU environmental rules.

The timing for the government is unfortunate. This week it was forced to issue a severe pollution warning on air quality in London, with some pollution monitors registering 10/10.

Simon Birkett, Founder and Director of Clean Air in London, said: ?If the Supreme Court does not require action, the European Commission must."

A Defra spokesman said: ?Our air quality has improved significantly in recent decades and most of the UK meets EU air quality limits for all pollutants. Our plans for nitrogen dioxide set out all the important work being done to meet EU standards in the shortest possible time.?

The government says it has tried to reduce emissions of nitrogen dioxide through tax breaks and subsidies for low emission vehicles. It has invested ?75m to support green bus technologies and ?560m for local sustainable transport and given around ?3m in grants to local authorities every year since 2010 to help them tackle pollution on a local level.

However, the government's drive to reduce CO2 emissions blamed for changing the climate has partly contributed to the problem, by encouraging drivers to turn to diesel vehicles.

2013 NFL Draft Scouting Report: Datone Jones - DE, UCLA

How about a guy who compares very well with Cory Redding? Meet Datone Jones from UCLA, a potential First Round DE.

The 2013 NFL Draft is loaded with talent at the Defensive End position, especially in the first 45 picks or so. For example, CBS projects that as many as 9 DEs could go in the first 45 picks, or 20%. Clearly one of the most important positions on the field, it's well worth investing a first round pick in one of these guys. One guy that has been slowly moving up draft boards is Datone Jones from UCLA, who seems to be a great fit at 3-4 DE.

Jones was a three year full-time starter at Defensive End for the Bruins, plus he appeared in 10 games as a true Freshman, starting two of them, which adds up to 43 starts in 51 career games. He amassed 148 career tackles, including 12.5 sacks, 36.5 tackles for loss, and three forced fumbles. His senior season was by far his most productive with 62 tackles, 19 of which for for a loss, and 5.5 sacks, earning him all-conference honors. The coaching change to Jim Mora, Jr.'s defense really helped Jones be a lot more aggressive, and a lot more productive.

He didn't stay on just one side of the UCLA DL, as he moved around on both the right and left, as well as in the middle, giving him the versatility that teams love. It showed at the Senior Bowl as well:

Jones lined up all over the defensive line in college and it's tough to classify him at one position, but his scheme versatility will make him an attractive prospect for hybrid defenses like in New England. Considered a second rounder entering the week, he made a strong case on Monday as to why he should be considered a top-32 selection. - Dane Brugler, NFLDraftScout.com

Jones talked about his versatility at the Combine too:

I feel like the game is changing. There's more versatile defensive linemen in today's game. You don't really see every-down defensive linemen now. You see a guy who plays first and second down, then goes and sits down. Then another pass-rush specialist comes in on third down and takes his spot. I want to be a guy who can play every down.

This guy was made to play the DE in a 3-4 scheme, with both his size and abilities, and by sheer coincidence the Colts are pretty thin at the position, with many people thinking this is where they'll go in Round 1. You'll see below the NFL.com write-up compares him to Cory Redding, so who better to show Jones how it's done in the NFL than they guy he most closely resembles? Some may say that Jones is a reach at pick #24, but several places now are saying he's a definite Round 1 guy, and in some he's moved past Damontre Moore from Texas A&M, who had a really bad Combine, who was initially being projected in the Top 10. The Colts need playmakers on Defense, and Jones looks to be a guy that can do exactly that, and at any number of positions.

Must prove he can sit down in his stance and keep his butt down to get low or anchor against drive blockers. Forward lean can cause him to get off-balance at times, savvy veterans will rip him down to get him to the ground.

Asian shares weighed by patchy growth outlook, U.S. data supports

TOKYO (Reuters) - Asian shares eased on Monday, with sentiment hurt by a patchy global growth outlook and weak data from Europe, but losses were limited as robust U.S. economic figures overshadowed worries about automatic spending cuts hurting the U.S. economy.

The MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> was down 0.2 percent, with Australian shares <.axjo> falling 0.4 percent on lower metal prices.

South Korean shares <.ks11> opened up 0.1 percent after financial markets were closed on Friday for a holiday.

Japan's Nikkei stock average <.n225> opened 0.8 percent higher as a weaker yen helped buoy sentiment. <.t/>

"The KOSPI is seen continuing gains from last week as additional talks are expected concerning the U.S. 'sequestration', while the yen's previous rapid weakness is seen getting milder," said Han Chi-hwan, an analyst at KDB Daewoo Securities, of Seoul shares.

South Korea's manufacturing activity expanded in February at the strongest rate in nine months as new export orders rose by the sharpest pace since the second half of 2011, a private survey showed on Monday.

A private gauge of Australian inflation showed price pressures moderated in February, helped by falls in travel and clothing costs, indicating there was still scope for cuts in interest rates if needed to support the economy.

The dollar <.dxy> eased, but was still near Friday's six-month high against a basket of currencies.

Despite the wide-ranging U.S. spending cuts that automatically kicked in on Friday, the U.S. currency was bolstered by surprisingly strong manufacturing and consumer sentiment which lifted U.S. equities higher in contrast to a weak close for other global equities and the euro on Friday.

Evidence of Europe's problems, with Spain also at risk of needing a state bailout, came on Friday as data showed that Germany and Ireland were the only two euro zone members with factory output growth last month. Joblessness in the euro zone rose to an all-time high.

The euro steadied around $1.3020, after slipping to a low of $1.2966 on Friday, its lowest in nearly 3 months.

Over the weekend, China said growth in the country's increasingly important services sector expanded at its slowest pace in five months in February, reinforcing the view that the recovery in the world's second-largest economy remains modest.

The data followed Friday's figures showing China's factory growth cooled to multi-month lows in February. But economists said the sluggish data did not point to a risk of Beijing sliding back into recession.

"The February PMI in China suggests growth stabilization and is consistent with reduced concerns about a hard landing," Barclays Capital said in a note. It added that the sequestration cuts will remain a major theme for the market in the coming weeks.

Just hours after across-the-board spending cuts officially took effect, President Barack Obama pressed Congress on Saturday to work with him on a compromise to halt a fiscal crisis that threatens both the economy and his broader domestic policy agenda.

Concerns about the negative economic impact from the U.S. spending cuts pushed oil prices lower on Friday.

U.S. crude was down 0.1 percent early on Monday to $90.56 a barrel.

A stronger dollar hurt gold, leading bullion down on Friday for its third straight weekly decline. Spot gold was up 0.3 percent to $1,579.91 an ounce early on Monday.
